About the Position :
This position is located in Camp Humphreys, South Korea; the incumbent will serve as a Senior Human Resources Specialist (Employee & Labor Relations), working at Area III Civilian Personnel Advisory Center (CPAC).
The incumbent will utilize Human Resources practices, laws, regulations and policies to provide management advisory and technical service to the organizations.

Utilize an expert level of knowledge and skill in applying the full range of HR methods, principles, practices and evaluative methodologies sufficient to advise on and / or resolve the full range of operational problems.
Provide expert HR management advisory and technical services on complex and wide-impacting customer functions and work practices.
Advise managers about appropriate disciplinary or other corrective techniques responsive to a range of conduct and performance problems.
Explain rules and procedures to employees and management to help them understand rights and obligations.
Conduct extensive probing and analysis to identify obscure or underlying causes of misconduct or poor performance.
Conduct studies to develop management interests and respond to union interests at the bargaining table.
Advise negotiating committee members on the interpretation and applicability of arbitration decisions and precedent decisions to local situations.
Serve as required as spokesperson of a management negotiating committee.
Serve as principal point of contact on labor-management matters of overall concern to established bargaining units at the local level.
